WASHINGTON ? A hard-hitting new TV spot by the conservative advocacy group Crossroads GPS is scheduled to air within 30 days before the Democratic National Convention, a buy that should force it to disclose its donors. But the organization is counting on confusing guidance from the Federal Election Commission to get it off the hook.

The new commercial ? which opens with a clip of CBS News anchor Scott Pelley saying, ?This is the worst economic recovery America has ever had? ? began running Tuesday in nine battleground states.

Part of Crossroads GPS? most recent $25-million buy, the ad is set to run through Aug. 6, the group announced on its website.

That means the commercial will be on the air less than 30 days before a party convention ? a period of time in which groups that air ?electioneering communications? must disclose all their contributors for the cycle, the result of a federal court ruling this spring.

Electioneering communications are television spots that refer to federal candidates but stop short of advocating for their election or defeat and that air within 30 days before a primary (or before the first day of a national nominating convention) and 60 days before the general election.

According to the FEC, the electioneering communications window before the Democratic National Convention begins Aug. 4. However, the commission has offered confusing guidance on the topic: Last week, its website identified the start the period as Aug. 7, which the FEC then said was a mistake, noting the correct date was Aug. 4.

?The commission regrets the error,? the FEC said in a statement posted on its website Friday. ?The commission will exercise its prosecutorial discretion and will not take enforcement action with respect to communications disbursements made in reasonable reliance on the erroneous information on the website in connection with EC reporting.?

Officials with Crossroads GPS appear confident that because of the confusion, the group will not be forced to reveal its contributors.

?Crossroads has no plans to air ads that will trigger reporting in the (electioneering communications) window,? spokesman Jonathan Collegio said in a statement.

The stakes for the group are high: It is one of the biggest political players of the 2012 election, having already run more than $83 million worth of campaign-related TV spots, according to a tally by the Sunlight Foundation. But as a tax-exempt organization, it is not required to reveal who is financing its efforts, as super PACs must.

However, new disclosure rules kicked in this spring, when a federal judge decided in case brought by Rep. Chris Van Hollen, D-Md., against the FEC that the commission had circumvented Congress? intent to bring transparency to campaign spending by only requiring groups to disclose donations earmarked for election-related ads.

Conservatives have balked at the ruling and argue that forcing political donors to be identified would chill the exercise of free speech. The decision is under appeal, but it is not set to be heard until September.

In an interview, Van Hollen said the stance taken by Crossroads GPS underscored the lengths the group would go to to hide its donors.

?This shows the utter contempt that Crossroads GPS has for the law and their fear of telling voters who is bankrolling their campaigns,? he said.

If the FEC does not enforce the electioneering disclosure rules, Van Hollen said, he is considering taking the matter to court.

?I think they would have a really difficult time claiming that because of a technical FEC error, they get to violate the law,? he said. ?I think this is going to be more of a fight than they think.?

?They know what the window is,? Van Hollen added. ?These guys aren?t young pups. They know what the court decision is.?

In a statement emailed in response, Collegio said: ?Congressman Van Hollen is either ignorant of the FEC rules or disingenuous with the facts, though as a Washington politician he could be both.?

Myanmar troops 'opened fire on Rohingya Muslims'

Myanmar security forces opened fire on Rohingya Muslims, committed rape and stood by as rival mobs attacked each other during a recent wave of sectarian violence, a rights watchdog said Wednesday.

The authorities failed to protect both Muslims and Buddhists and then "unleashed a campaign of violence and mass roundups against the Rohingya", New York-based Human Rights Watch said in a report.

The violence which erupted in June in Rakhine state between Buddhists and Rohingya has left about 80 people dead from both sides, based on official figures -- an estimate that HRW said appeared "grossly underestimated".

Hundreds of Rohingya men and boys have been rounded up and remain incommunicado in the western region of the country formerly known as Burma, it said.

Members of both Muslim and Buddhist communities committed horrific acts of violence with reports of beheadings, stabbings, shootings and widespread arson in Rakhine, also known as Arakan state, the report added.

"What is remarkable is that if the atrocities that we saw in Arakan had happened before the government reform process had started, the international reaction would have been swift and strong," said HRW Asia deputy director Phil Robertson.

"But the international community appears to be blinded by a romantic narrative of sweeping change in Burma, signing new trade deals and lifting sanctions even while the abuses continue," he told a news conference.

The report, based on dozens of witness interviews, said that the events in Rakhine "demonstrate that state-sponsored persecution and discrimination persist" despite the government's pledge to end ethnic unrest.

Police and paramilitary forces "opened fire on Rohingya with live ammunition", it added.

It quoted one Rohingya man in the Rakhine state capital Sittwe as saying that security forces watched as a Buddhist mob started torching houses.

"When the people tried to put out the fires, the paramilitary shot at us. And the group beat people with big sticks."

Another Rohingya man said: "I was just a few feet away. I was on the road. I saw them shoot at least six people -- one woman, two children, and three men. The police took their bodies away."

Decades of discrimination have left the Rohingya stateless, and they are viewed by the United Nations as one of the world's most persecuted minorities.

Myanmar's government considers the estimated 800,000 Rohingya in the country to be foreigners while many citizens see them as illegal immigrants from neighbouring Bangladesh and view them with hostility.

President Thein Sein in July told the United Nations that refugee camps or deportation was the "solution" for the Rohingya.

HRW also criticised Bangladesh for turning away "hundreds and perhaps thousands of asylum seekers" fleeing the recent deadly unrest in Myanmar.

The clashes erupted following the rape and murder of a Rakhine woman and the subsequent lynching of 10 Muslims by a crowd of angry Buddhists.

The violence, along with fighting in northern Kachin state, has cast a shadow over widely praised reforms by Thein Sein over the past year, including the release of hundreds of political prisoners and the election of opposition leader Aung San Suu Kyi to parliament.

Myanmar's government this week rejected accusations of abuse by security forces in Rakhine, after the United Nations raised fears of a crackdown on Muslims.

Foreign Minister Wunna Maung Lwin told reporters on Monday that the government had exercised "maximum restraint" in bringing an end to the violence.

Fears about the situation have spread across the Islamic world, with threats of violent reprisals against Myanmar from extremists from Pakistan to Indonesia.

Dramatic miniaturization of metamaterials? Reluctant electrons enable 'extraordinarily strong' negative refraction

ScienceDaily (July 31, 2012) ? In a vacuum, light travels so fast that it would circle Earth more than seven times within the blink of an eye. When light propagates through matter, however, it slows by a factor typically less than 5. This factor, called the refractive index, is positive in naturally occurring materials, and it causes light to bend in a particular direction when it shines on, for example, water or glass.

Over the past two decades, scientists have managed to create artificial materials whose refractive indices are negative; these negative-index metamaterials defy normal experience by bending light in the "wrong" direction. Due to their unusual ability to manipulate electromagnetic waves and their potential to be harnessed for technology (that might, for example, cloak objects from view), negative-index metamaterials have been celebrated by scientists and engineers alike.

Researchers at the Harvard School of Engineering and Applied Sciences (SEAS), collaborating with the Weizmann Institute of Science in Israel, have now demonstrated a drastically new way of achieving negative refraction in a metamaterial.

The advance, reported in the August 2 issue of Nature, results in an "extraordinarily strong" negative refractive index as large as -700, more than a hundred times larger than most previously reported.

"This work may bring the science and technology of negative refraction into an astoundingly miniaturized scale, confining the negatively refracting light into an area that is 10,000 times smaller than many previous negative-index metamaterials," says principal investigator Donhee Ham, Gordon McKay Professor of Electrical Engineering and Applied Physics at SEAS.

The underlying physics of previous work in this field has often involved an entity called magnetic inductance. Ham's research group instead explored kinetic inductance, which is the manifestation of the acceleration of electrons subjected to electric fields, according to Newton's second law of motion.

At its heart, the researchers' change in strategy from using magnetic inductance to kinetic inductance stems from a simple shift in ideas.

"Magnetic inductance represents the tendency of the electromagnetic world to resist change according to Faraday's law," explains Ham. "Kinetic inductance, on the other hand, represents the reluctance to change in the mechanical world, according to Newton's law."

"When electrons are confined perfectly into two dimensions, kinetic inductance becomes much larger than magnetic inductance, and it is this very large two-dimensional kinetic inductance that is responsible for the very strong negative refraction we achieve," explains lead author Hosang Yoon, a graduate student at SEAS. "The dimensionality profoundly affects the condensed-matter electron behaviors, and one of those is the kinetic inductance."

To obtain the large kinetic inductance, Ham and Yoon's work employs a two-dimensional electron gas (2DEG), which forms at the interface of two semiconductors, gallium arsenide and aluminum gallium arsenide. The very "clean" 2DEG sample used in this work was fabricated by coauthor Vladimir Umansky, of the Weizmann Institute.

Ham's team effectively sliced a sheet of 2DEG into an array of strips and used gigahertz-frequency electromagnetic waves (microwaves) to accelerate electrons in the leftmost few strips. The resulting movements of electrons in these strips were "felt" by the neighboring strips to the right, where electrons are consequently accelerated.

In this way, the proof-of-concept device propagates an effective wave to the right, in a direction perpendicular to the strips, each of which acts as a kinetic inductor due to the electrons' acceleration therein. This effective wave proved to exhibit what the researchers call a "staggering" degree of negative refraction.

The primary advantages of the new technology are its ability to localize electromagnetic waves into ultra-subwavelength scales and its dramatically reduced size. This concept demonstrated with microwaves, if extended to other regions of the electromagnetic spectrum, may prove important for operating terahertz and photonic circuits far below their usual diffraction limit, and at near field. It may also one day lead to extremely powerful microscopes and optical tweezers, which are used to trap and study minuscule particles like viruses and individual molecules.

For now, the device operates at temperatures below 20 degrees Kelvin. The researchers note, however, that a similar result can be achieved at room temperature using terahertz waves, which Ham's team is already investigating, with the carbon structure graphene as an alternative two-dimensional conductor.

"While electrons in graphene behave like massless particles, they still possess kinetic energy and can exhibit very large kinetic inductance in a non-Newtonian way," says Ham.

Kitty Y. M. Yeung, a graduate student in applied physics at SEAS, also contributed to the work as coauthor.
