Obama chooses economic adviser Deese as deputy budget director

WASHINGTON (Reuters) - President Barack Obama announced on Monday he had chosen White House economic adviser Brian Deese to be deputy director of the Office of Management and Budget, confirming a Reuters report.

Deese, now deputy director of the White House's National Economic Council, would join Sylvia Mathews Burwell, a former Clinton administration official who later became president of the Walmart Foundation, whom Obama tapped to be director of OMB.

"From helping to navigate our rescue of a financial system on the brink of collapse to retooling a flatlining auto industry to crafting a policy to put our nation on a fiscally sustainable path, Brian Deese has proven an indispensable member of my economic team," Obama said in a statement.

"He has a deep and intuitive understanding of economic and budgetary policy, and I am confident he will serve America well in this new role," Obama said.

Reuters reported last month that Deese was a leading candidate to be nominated for the job.

Deese is a young, popular member of the president's economic team who was closely involved with the administration's bailout of the auto industry.

He currently coordinates policy at the White House on taxes, financial regulation, clean energy and manufacturing.

If confirmed by the Senate, Deese and Burwell would be key players in executing the president's budget goals of reducing the deficit while investing in areas that would spur U.S. competitiveness such as early childhood education and clean energy technology.

Prior to his time in the White House, Deese served as economic policy director to then-Senator Hillary Clinton's 2008 presidential campaign.

He became one of the rare Clinton staffers who landed in Obama's orbit after her loss in the Democratic nominating contest that year, serving as deputy economic policy director in Obama's campaign.

"Brian Deese is one of the brightest economic minds in government today," former Treasury Secretary Timothy Geithner said in a statement to Reuters.

U.S. Senator Patty Murray, chairman of the Senate Budget Committee, called Deese's selection a "strong choice" and in a statement noted that he had played a key role in the Obama administration's economic policy in the past six years.

Deese will help navigate the contentious debate between Republicans and Democrats over fiscal issues.

Obama succeeded in raising tax rates for households making more than $450,000 annually after tough "fiscal cliff" talks between both parties at the end of last year. But the two sides were not able to agree on a way to prevent massive across-the-board spending cuts, known as "sequestration," from going into effect months later.

Republicans are eager to lock in further spending cuts. Obama and his fellow Democrats agree the deficit must be reduced but want to achieve that goal with a mix of spending cuts and tax increases.

Maya MacGuineas, president of the Committee for a Responsible Federal Budget and a self-described political independent, said Deese - even with his close connection to Obama and Clinton - was more oriented toward policy than politics, an attribute that would help him in Washington.

"He's not a political thinker, which I think will certainly serve him well and will serve the position well," she said.

Cash-strapped consumers take note: Chinese HDTV manufacturer TCL has reset the bar for budget-priced HDTVs. We recently reviewed the company's LE40FHDE3000 model and gave it props for its overall bang for the buck, as the least-expensive 40-inch HDTV we?ve ever tested. If you want a slightly bigger screen, though, TCL's LEFHDE5300 series is a better choice. This line has 42- and 46-inch versions, and the 46-inch version we tested, the LE46FHDE5300, is notable for its $549 (list) price, especially considering you might be able to find it for much less if you shop around. It's not without issues, though, color accuracy is a bit off, and the remote was slightly slow to respond in our tests. And like most budget HDTVs, there aren?t many features to be had here. On the plus side, 1080p image detail is sharp and the set doesn?t require a lot of power. If you're on a strict budget, TCL is worth checking out.

Design and Features
The LE46FHDE5300 may be inexpensive, but it doesn?t look cheap. The 46-inch panel is framed by very thin (0.5-inch) matte black bezels on the top and sides, with a slightly wider (0.8-inch) bezel on the bottom. The only adornments are a shiny TCL logo in the center of the bottom bezel and a silver Power button off to the right.

At first glance the set looks extremely thin, measuring just 0.6 inches at its thinnest point. However, it juts out to 2.2 inches at the bottom where the down-firing speakers are embedded. The 25-pound cabinet is supported by a heavy, rectangular glass base that is sturdy but doesn?t provide any swivel. There are four VESA-compliant mounting holes on the back for hanging the TV on a wall using an optional mounting kit.

The right side of the cabinet is home to three rocker buttons (Channel Up/Down, Volume Up/Down, Menu/Input). Around back, facing left, are two HDMI ports, a USB port, and a headphone jack. Downward-facing ports include composite and component A/V ports, PC audio input, VGA video input, digital audio output, and an antenna/cable jack. As with the TCL LE40FHDE3000, and our budget Editors' Choice, the RCA LED42C45RQ, this model only has two HDMI ports and lacks any network port, Wi-Fi, or Web apps.

The set uses the same remote that ships with the LE40FHDE3000. It?s 8 inches long, with a glossy black finish and 37 non-backlit buttons. There are no color-coded keys, but it does have playback controls and a dedicated picture preset button. I noticed a lag in response time when using the remote to change picture settings and while navigating through the settings menus, an issue I did not experience with the LE40FHDE3000.

There are six picture presets: Natural, Sports, Cinematic, Vibrant, ECO, and Personal. Basic settings include Brightness, Contrast, and Sharpness. Expert settings allow you to adjust Backlight, Color, Tint, and Color Temperature. The Advanced settings menu offers an SABC (Screen Adaptive Brightness Control) option that, when enabled, changes the brightness level depending on the content being displayed. There?s also a Dynamic Backlight option that changes the backlighting level depending on screen content, and three noise reduction settings.

Performance
Using images from the DisplayMate HDTV diagnostic utility, a Klein K10-A Colorimeter, and SpectraCal?s CalMan 5 software, I performed a basic darkroom calibration on the LE46FHDE5300 and then measured luminance levels and color accuracy. The set produced a peak brightness of 255.73 cd/m² and a black level reading of 0.079 cd/m². The resulting contrast ratio of 3,237:1 is nothing to write home about, although it is higher than what we got from other low-cost sets including the Insignia NS-42E480A13, the Westinghouse UW40T2BW, and the RCA LED42C45RQ.

Color accuracy is sketchy, as you can see from the CIE chromaticity chart below. The closer the red, green, and blue dots are to their corresponding boxes, the better the color accuracy. (Ideally each dot will be inside the box.)? In this case, blues were very close to ideal, but reds and greens land well outside the box. As a result, the LE46FHDE5300?s picture is a little hot, or oversaturated. This was obvious while watching the movie Piranha on Blu-ray; flesh tones looked a bit too red, and Elisabeth Shue?s blond hair had a very slight green cast to it. That said, color accuracy issues are not uncommon with HDTVs in this price range, and are part of the reason you?ll pay a lot more for a same-size set like the Sony Bravia KDL-46HX850, which has extremely accurate colors.

Otherwise, the LE46FHDE5300 offers sharp image detail and moderately good viewing angles. There is some loss of luminance at around 45 degrees off center that gives the picture a slightly washed out look, but colors remain intact.

The LE46FHDE5300 is a relatively energy efficient budget HDTV, requiring 53 watts of power during testing, which is exactly what the much smaller (40-inch) Westinghouse UW40T2BW used, and only slightly more than the same-size Sony KDL-46HX850 (47 watts). The Insignia and RCA models used 64 watts and 67 watts, respectively, and both have smaller screens than the LE46FHDE5300.

Conclusion
If you?re in the market for a simple, inexpensive, larger-than-40-inch HDTV, the TCL FHDE5300 series has you covered. It delivers a bright picture and sharp image detail, has relatively wide viewing angles, and is energy efficient. While its color accuracy is not optimal, it offers a better all-around picture than comparably priced sets like the Insignia NS-42E480A13 and the Westinghouse UW40T2BW. That said, it still can?t match the overall picture quality of our reigning Editors? Choice for budget HDTVs, the 42-inch RCA LED42C45RQ.

However, it is not without issues; color accuracy is off and the remote is slow to respond. IMF team to arrive in Egypt on Wednesday for loan talks

CAIRO (Reuters) - An IMF delegation will arrive in Egypt on Wednesday for talks with the government on a $4.8 billion loan, a government spokesman said on Sunday, as Cairo seeks to conclude a deal vital to easing a deep economic crisis.

Spokesman Alaa El Hadidi added that Egypt would not seek any emergency loan from the International Monetary Fund and faced no "crisis" in funding the import of essential commodities.

The most populous Arab country has been seeking a loan from the Fund to ease economic strains after two years of political upheaval. Reserves of foreign currency have fallen to critically low levels, threatening Egypt's ability to buy in supplies of wheat, of which it is the world's biggest importer, and fuel.

President Mohamed Mursi's government initialed a deal with the IMF last November but postponed final ratification in December in the face of unrest triggered by a political row over the extent of his powers.

Hadidi, seeking to allay public concerns over power cuts and long queues at petrol stations, ruled out an emergency loan, as suggested by the IMF. He added that the country was still able to buy essential imports.

"(The supply) of wheat and loaves of bread is safe," he told reporters. He added that indications of a higher harvest this year meant Egypt would use locally-grown wheat in the place of wheat that would otherwise have been imported.

He played down as "speculation" repeated media reports that Egypt was seeking aid from Arab states Libya and Iraq. "Egypt seeks to boost investment from these countries and an opening of their labor markets (for Egyptians)," Hadidi said.

WEAK CURRENCY

The IMF said last week a technical delegation would visit Cairo in the "first days of April".

Masood Ahmed, director of the IMF's Middle East and Central Asia department, visited Cairo on March 17, saying the Fund would continue talks aimed at agreeing possible financial aid.

Any deal with the IMF is likely to require Egypt to commit to austerity measures, a very sensitive issue at a time when Mursi is facing protests over his management of the country.

Shortages of subsidized diesel have paralyzed transport in parts of Egypt, as the Egyptian pound has lost 9 percent of its value against the dollar since late last year.

The government is working on an economic program where it plans to cut back on subsidies of fuel. Last year it eliminated subsidies on 95-octane gasoline, the highest grade available, and it raised fuel prices in many sectors last month.

Mursi's cabinet has said it plans to implement a subsidized fuel rationing system at the beginning of July, though local media reports have said the plan, already delayed several times, could be pushed back to January.

The unrest of the past two years has driven away tourists whose spending accounted for around a tenth of GDP before the uprising. Hadidi said the number of tourists in February was 845,000, a 12 percent increase compared with a year earlier.

APNewsBreak: Gas trade group seeks fracking probe

ALBANY, N.Y. (AP) ? A formal complaint filed with New York's lobbying board asks it to investigate whether Artists Against Fracking, a group that includes Yoko Ono and other A-List celebrities, is violating the state's lobbying law, according to the document obtained by The Associated Press.

The Independent Oil & Gas Association, an industry group that supports gas drilling, filed the complaint Tuesday with the state's Joint Commission on Public Ethics.

The complaint is based on an AP story that found that Artists Against Fracking and its members, including Ono, her son Sean Lennon, actors Mark Ruffalo and Robert De Niro and others, aren't registered as lobbyists and therefore didn't disclose their spending in opposition to hydraulic fracturing, or fracking, to remove gas from underground deposits.

"The public has been unable to learn how much money is being spent on this effort, what it is being spent on, and who is funding the effort," said Brad Gill, executive director of the Independent Oil & Gas Association of New York. "I understand the power of celebrity that this organization has brought to the public discussion over natural gas development, but I do not understand why this organization is not being required to follow the state's lobbying law."

The group confirmed it filed the complaint but didn't comment further.

Artists Against Fracking, formed by Ono and Lennon, says its activities are protected as free speech. The group was created last year amid the Cuomo administration's review to determine whether to allow hydraulic fracturing to remove gas from vast underground shale formations in southern and central New York.

Gov. Andrew Cuomo continues his review as public opinion has shifted from initial support based on the promise of jobs and tax revenue from drilling in economically depressed upstate New York to mixed feelings because of concerns over potential environmental and health effects.

Seven months after Artists Against Fracking was formed, the Quinnipiac University Polling Institute on March 20 found that New York voters were for the first time opposed to fracking, 46 percent to 39 percent.

"There's no doubt the celebrities had an effect," Quinnipiac pollster Maurice Carroll said. "As far as I can tell, they made all the difference."

A spokesman for Artists Against Fracking said the group and its individual members don't have to register as lobbyists.

"As private citizens, Yoko and Sean are not required to register as lobbyists when they use their own money to express an opinion and there's also no lobbying requirement when you are engaged in a public comment period by a state agency," spokesman David Fenton said.

"If the situation changes then, of course, Artists Against Fracking will consider registering," Fenton said. "Up to now, there has been no violation because they are entitled to do this as private citizens with their own money."

On its website, the group implores readers: "Tell Governor Cuomo: Don't Frack New York." Celebrities supporting the group have led rallies and performed in the song "Don't Frack My Mother," also carried on the Internet.

Ethics commission spokesman John Milgrim didn't immediately respond to a request for comment on Friday. By law, the commission doesn't confirm or deny pending investigations.

New York's former lobbying regulator, attorney David Grandeau, said he believed the group and the supporting artists, including musicians Paul McCartney and Lady Gaga and actress Anne Hathaway, should be registered and required to disclose details on their efforts to spur public opposition to gas drilling.

"When you are advocating for the passage or defeat of legislation or proposed legislation and spend more than $5,000, you are required to register," Grandeau said Friday. "Just because you are a celebrity doesn't mean that lobbing laws don't apply to you. Your celebrity status does not protect you in Albany."

Hip-hop mogul Russell Simmons and developer Donald Trump are among the high-profile figures who clashed with the commission when Grandeau was regulator. The biggest penalty for failure to follow the lobbying law resulted in a $250,000 fine against Trump and others over casinos in 2000.
