Not everyone in the NFL has million-dollar contracts, endorsement deals and roster stability.

In fact, there are far more players like Ryan Baker than Jake Long, Karlos Dansby and Reggie Bush, the Dolphins' marquee names.

Baker, an undrafted former Purdue standout, has been with the Dolphins three seasons, working his way up from the practice squad.

He's been cut a few times by this same regime, and it's likely that he'll be one of the 22 players General Manager Jeff Ireland and coach Joe Philbin call into their office for that difficult conversation, which can be summarized by saying they aren't "good enough."

"I think the body of work I put together has been pretty strong, but you never know what the coaches are thinking," said Marlon Moore, one of 10 receivers battling for five or six spots on the 53-man roster. "Hopefully my name doesn't get called and I don't get that phone call."

Moore, who served as Miami's starting flanker the past two preseason games, has spent the past three training camps on the fringe of the Dolphins, roster, barely making it into the final 53.

He believes in renting, not buying, which is one of the fundamental rules in the NFL, which stands for Not For Long just as much as it does the league's real acronym.

Some players, like an overweight John Jerry, Miami's third-round pick in 2010, and a slow-developing Michael Egnew, the Dolphins' third-round pick in 2012, get spared because of their draft status. Some of them eventually develop with enough patience. Paul Soliai's resurrection from disaster in 2008 to dominant in 2010 is proof of this, but most rarely turn the corner.

Then there are those players who began training camp as long shots and blossom, like Davone Bess did. This year, those players are Hollywood Hills product Josh Samuda, Miami's backup center; defensive end Derrick Shelby and fullback Jorvorskie Lane, whose solid performances should help these undrafted rookies beat the odds and achieve their dream of becoming an NFL player.

"Some days were hard to get through, but I've loved every moment of it," said Samuda, an undrafted rookie from UMass. "If it doesn't come out the way it's supposed to, I know I gave it my all."

And in less than 24 hours players like Samuda will learn if their all is good enough.

"It's an interesting game, that's for sure," Baker said, referring to the NFL waiting game. "But I'm living my dream."

In a few short weeks, the iPhone 5 should be upon us. One of the interesting metrics that has been talked about of the iPhone is how all new models effectively outsell the cumulative total of prior models. For example, the iPhone 4 sold more than the total of all original iPhone, 3G, and 3G models.

So far the iPhone 4S has not yet reached this goal, but it will by the time next quarter?s results are reported. By my estimate, after 3 quarters of sales, Apple has sold about 83 million of the iPhone 4S compared to 88 million of the iPhone 4.

Here?s a chart showing how many of each iPhone model Apple has sold to date. The totals add up to Apple?s reported numbers, but the splits are based on an educated guess. My assumption is that when a new model is released, the vast majority of shipments are for the new model. Not really rocket science.

So the obvious question is, ?Will the iPhone 5 ship more than all cumulative shipments of older models?? But the obvious question isn't always the right one.

First of all, it?s a moving target since older models continue to sell. Second, each new model of the iPhone is facing a larger cumulative base of sales that it has to compete with to establish this record. Third, we need to remember that it?s easy to beat prior shipment records when a product is newer, and very difficult once a product matures.

As an investor in Apple, I don?t really place a lot of importance on how many new models ship versus old models. I just want to see rising sales and steady profit margins. I care about total iPhone sales growing each year. I realize that it?s impossible for Apple to continuously release a new model that outsells all prior shipments of older models. Expecting this is akin to expecting a sprinter to continue to accelerate while racing up a slope that keeps getting steeper.

So let?s take a look at iPhone shipments by quarter. Here?s a chart that goes back to the initial introduction of the iPhone. I?ve thrown in iPad shipments as a second series on the chart just for the sake of interest and comparison.

You can see the huge spike in iPhone volume when the 4S was released. Part of this can be explained by the growing market of people who want an iPhone. But another contributing factor was the long (5 quarter) period of time that the iPhone 4 carried the torch. Anticipation for the next model was hot, and as a result, we saw a massive step change in volume when the 4S was finally released.

When the iPhone 5 comes out, we?ll have only seen 3 quarters where the prior model (the 4S) was the top of the line Apple phone. It seems natural that this would result in a less dramatic uptick in sales in the December quarter, right? Maybe. But when we consider that the demand for iPhones is still growing rapidly and globally, maybe not.

Let?s look at analyst estimates. I don?t have any Wall Street analyst models showing a forecast breakdown of iPhones specifically, so I?ll just consider revenue estimates. These are easily seen at Yahoo Finance.

For the December quarter, analysts expect Apple to generate $54.9 billion in revenue. This compares to the prior record (last year?s iPhone 4S holiday quarter) of $46.3 billion. That?s expected year-over-year growth of only 18%.

I wouldn?t be surprised in the least if Apple shatters the December quarter estimate. Their products are still the best in the world, China is on fire, and it looks like iPad volumes are growing like crazy, which just makes the 18% growth expectation seem like less of a hurdle.

It sure looks like Apple customers and investors are in for a hugely interesting fall of 2012. iPhone 5 in September, iPad mini in October, and hopefully an update from Apple on the number of devices sold at launch, and then quarterly results.

I can remember back in the late-1980s when driving a Hyundai was the epitome of un-cool. Well, things have certainly changed since then. Now, Hyundai?s are known for their style, quality, and affordability ? and even for being, dare I say it, ?cool.?

This is a development not lost on U.S. auto giants Ford (NYSE:F) and General Motors (NYSE:GM), or on the Japanese automakers Honda (NYSE:HMC) and Toyota (NYSE:TM). Even German behemoth Volkswagen AG (PINK:VLKAY) is likely watching Hyundai?s remarkable progress, and well it should.

Through the first half of 2012, Hyundai Group?s U.S. market share ? which includes Kia-brand vehicles ? held steady vs. the prior year?s six months. The company captured 8.87% of the market midway through 2012, down slightly from the 8.97% it garnered through the first six months of 2011. By comparison, the much larger Ford and GM saw their respective market share fall in the first half of the year, with Ford?s share sliding 1.21% to 15.68%, and GM?s share declining 1.83% to 18.09%. Hyundai also bested rival Nissan (PINK:NSANY) in market share, as well as Volkswagen.

Earlier this year, John Krafcik, chief executive officer of Hyundai Motor America, announced that the company aims to increase its U.S. sales to 700,000 cars and sport-utility vehicles this year, which is a roughly 8% increase over the prior year. The only thing holding Hyundai back is the fact that its production facilities at the time were already running near full capacity. And while the company is reportedly contemplating adding more production facilities, a decline in demand from buyers in Europe has allowed Hyundai to ship some inventory originally intended for Europe back to the U.S.

To be certain, things haven?t been all roses for Hyundai, especially recently. The company?s exports stalled in July, down some 23% because of a labor dispute that has crippled production. Here?s the money quote from the Hyundai statement as reported by the Wall Street Journal: ?U.S. dealerships for Hyundai and Kia had some difficulty meeting soaring demand due to a shortage of vehicles.? Moreover, the company said it had less than a month of inventory remaining as of Aug. 1. That?s well below the optimal inventory levels of 60 days.

The supply constraints caused by the strike in South Korean production facilities will likely take its toll on Hyundai and Kia sales, but whatever sales disruption takes place, it will likely be a mere bump in the road for the company. Once Hyundai settles the disputes and gets back on track with full production, the race with U.S., Japanese and German automakers will resume.

The long-term implications of Hyundai?s drive into the lead pack of top-selling automakers in the U.S. sales means an increasingly competitive marketplace for the likes of Ford and GM. It also means that to stay competitive, these companies likely will have to offer more discounts on more models, which will take an increasing bite out of profit margins.

To combat the loss of U.S. market share, Ford and particularly GM will have to search for market share outside the states. The only problem is that Europe is mired in recession, and the other big market, China, is having its own struggles with economic growth.

To be certain, the U.S. auto market is where it?s at for car makers, and any company making gains here at home is liable to cause an uncomfortable stir for those currently in the top spot. Restaurant review: The Fat Duck, Bray ? Trivial Pursuits

In last year?s exceptional documentary Closer To The Edge, central protagonist Guy Martin says that the word unbelievable is bandied around too much these days. Despite spending most of the film inches from self-afflicted doom, he refutes claims that what he?s doing is unbelievable, going on to say ?When a man eats his own head, I will hold me hands up and say: ?THAT is unbelievable?.?

It?s hard to argue with his sentiment. In the overhyped, sensationalist world in which we live, reputations are built up and knocked down with one fell swoop of a journalist?s hand. Amid mediocrity, the good can seem great, the great can seem extraordinary and the plausible is often labelled with that word? Unbelievable.

It was with those sage words ringing in my ear that I arrived in the sleepy Berkshire village of Bray last week to go for dinner at Heston Blumenthal?s flagship restaurant The Fat Duck. Three Michelin stars are not handed out willy-nilly, indeed only four such places in the UK have ever been exalted to such pantheons of greatness, but at the same time I was wondering if food could ever achieve the tag affixed by so many to the place. Unbelievable.

The restaurant itself is a surprisingly low-key affair. No garish sign outside (it?s entirely possible to walk past and not even acknowledge its existence), nor lavish d?cor to distract you. The bells and whistles that adorn so many places are stripped out. This is a gastronomic experience, laid bare. Even the element of choice is removed, something an indecisive and non-fussy eater like myself is hugely appreciative of. You are seated, told what you are going to eat, and that is the end of it. The curtain is raised.

The first course (of fourteen, no less) was described as nitro poached aperitifs, a phrase that only really makes sense in hindsight. A choice of three classic pre-dinner drinks were offered, in mousse form, and poached in smoking liquid nitrogen before your very eyes. The waiter?s dexterity in their creation somehow transforming the scientific-looking canisters into an effortless art form. This is far from the only time this bridge between those age-old polar opposites is crossed during the course of the meal. The result here, resembling a small meringue, was ice cold yet melted in the mouth to leave the exact sensation of your drink of choice. It was a strong opening statement.

A tasty dish of red cabbage gazpacho was quickly followed by another of the eccentrically original creations that I had gone to experience. We were instructed to place a slither of oak moss on our tongues to prepare our palates for what was to follow. A slice of truffle toast sat aside a bowl of quail jelly, crayfish cream and chicken liver parfait. As the moss coated your mouth and prepared you for the earthy nature of the truffles, dry ice was poured liberally all over the table top, lending the impression that you were eating from the morning fog in a woodland clearing.

If you go down to the woods today?

At this stage it?s probably worth noting that the inner cynic is screaming at you to ignore this OTT mumbo jumbo, but the fact of the matter is that you have gone to this extraordinary place to be entertained both sensually and theatrically. If you buy into the drama of the piece, the rewards are obvious. It was, needless to say, phenomenal.

Next up was one of the signature dishes of the place, in the form of snail porridge. The equally famous eggs and bacon ice cream had sadly been removed from the menu a while ago, but when Heston first hit the scene all those years ago, it was these dishes that captured the nation?s imagination. Many would recoil at the thought of snail porridge, it sounds rather like the sort of elaborately repulsive things that the baddies in Roald Dahl novels would eat, like bird pie or snozcumbers. It was however deliciously textured, and topped off with some intricately shaved fennel. Another extraordinary taste sensation.

It feels strange that I would not elaborate on the next course, but with fourteen to get through, the ?mere? excellently roasted foie gras (which I hasten to add would be a highlight of most other meals) seems somewhat too ordinary to mention. The same cannot be said of the next dish.

The mad hatter?s tea party from Alice in Wonderland was lovingly, deliciously and totally insanely recreated in front of our eyes. A gold pocket watch was dropped into a teapot of clear liquid, only to transform the contents into a tea-coloured consomm? once shaken. From here, you were instructed to pour the contents into a teacup of veal and miniature poached egg to create the famous mock-turtle soup that the Hatter served up. It was a hilarious concept really, and one that played on the inner child in everyone. A good, yet unspectacular tasting dish was elevated through interaction. Conceptually, it took the cheap thrill you got from adding your own salt to crisps, or shaking your own salad? and ramped up the theatre a notch or ten.

The following dish was another headline act, the sounds of the sea. For this, we were given a conch shell with headphones coming out of it (as most conches do, naturally), and were instructed to listen to the noise of a gently-lapping shore as we marvelled over what was in front of us. A shoreline scene, briny sea crafted from edible froth, a sand substance made of anchovy and tapioca, all strewn with edible seaweed and sashimi, was to be the focus our four remaining senses. Heston has long claimed that sound can enhance your sense of taste and while it certainly added to the novelty of the experience, to my humble taste buds, the aural aspect was probably unnecessary. Bah, humbug!

The sounds of the sea

The rest of the menu was a mix of the extravagant and the excellent, with the two very rarely separated. Salmon poached in a liquorice gel proceeded immaculately cooked lamb. A cup of hot and iced tea (each entering a different side of your mouth to cause the oral equivalent of when you?re simultaneously washing your hands under a hot and cold tap) was followed by a tiny edible picnic, complete with a white chocolate rug and wild strawberries.

By the time the sweeties came out at the end, I was unsure as to whether it was even the same meal as when I started. Fans of Heston?s television programmes will know that he possesses a sizeable inner child, and this manifests itself in the doggie bag you are given to go home with. Edible wrappers, coconut tobacco, jam-filled playing cards. It?s straight out of Willy Wonker, and given that you almost certainly?won?t?have room for them after the meal, a nice way to carry the experience over to the following day.

Anyhow, in summation, what were my overall feelings. Of course it is pretentious, that?s without question. In terms of sheer quality, you can definitely do better elsewhere, while the bill is big enough to make a Toucan jealous. But that?s missing the point. This is food served as theatre. This is novelty and invention, in the grand traditions of this fair isle. And with that in mind I find it hard to deny that, despite my reservations over the word, much of what you eat at The Fat Duck is? unbelievable.

Jets fans were booing.

And they had every right. After paying full fare for tickets, and parking, and (hopefully) beer, they were forced to watch the Jets offense.

But at least the Jets are consistent.

Even after getting a turnover and a short field (taking over at the Panthers 12-yard line), the Jets starting offense continued to pitch a shutout in the preseason, failing to get into the end zone.

If you?re scoring at home (and they?re not, or on the road either), that?s 15 possessions for the starters in the preseason, and no touchdowns. The backups haven?t scored either, leaving no hope that personnel changes are going to fix things.

While it?s easy to rail on quarterback Mark Sanchez, it?s misguided as well, as he suffered through several dropped passes.?They actually looked competent early in the game running no-huddle, but that didn?t last long.

But Sanchez was unnecessarily glib on the sidelines, joking with Michelle Tafoya that they were saving all their touchdowns for the regular season.

For it to have been funny, there would have to be an expectation this wasn?t actually what they are.

The good news is the Jets defense was strong.

It better be.

Here are some other things we learned on Sunday Night Football.

1. There were cheers when Tim Tebow took the field.

I?m not sure anymore if they were sarcastic or sincere.

Of course, when he got a few plays under his belt, they were booing him too. Those were sincere.

The Jets night in a nutshell was when he jumped up to celebrate a surprising first-down scramble, and a few plays later, threw an ugly pick.

End well, this will not.

2. Cam Newton can make plays even without a gaudy stat line.

He was a positively Tebowian 6-of-15 passing for 60 yards and a touchdown, and ran twice for 16 yards.

But he makes the Panthers offense move.

They don?t want him to run as much on purpose this year, but the threat of him making a decision on a zone read is enough to freeze opponents for a second and buy time for him to do something else with it.

3. There should have been more cheers for Panthers linebacker Thomas Davis, playing his first preseason game since his surgery to repair his third torn ACL.

Davis has incredible gifts, or had them before his knee was shredded. He can still run well, and the Panthers are going to spot him in rather than try to ask him to play every snap.

As a blitzer and a guy who can drop back and cover tight ends, he?s still good.

But they?ll probably never stop holding their breath every time he hits the ground.

4. The Jets offense has problems, but they are not without players on that side.?Problem is, they?re all getting hurt.

Tight end Dustin Keller left the game early with a hamstring problem, and then backup Josh Baker was take off with a right knee injury.

Whether it?s Sanchez or Tebow, the Jets need safe passes. And without a solid tight end out there (or even his backup), they have issues.

They should sign Jeremy Shockey, for comic relief if nothing else.

5. Not a banner night for the Panthers highly paid stable of running backs.

DeAngelo Williams fumbled twice, Jonathan Stewart was hauled off on a cart with an ankle injury, and Mike Tolbert was on the bench with a bag of ice on his knee.

Armond Smith and Josh Vaughan are up for contract extensions next.

6. The Jets got consistent pressure up front from their starting defense.

Quinton Coples and Muhammad Wilkerson in particular got a good push on a Panthers line that?s at least above average and may be very good.

They?re going to be asked to carry a team, and they may be able to.

7. The Panthers have apparently elected to go with slow and steady over athletic ability at free safety.

Former Ravens backup Haruki Nakamura (who was stuck behind some guy named Ed Reed) got the start and took all the work with the first offense.

Former second-round pick Sherrod Martin, who unlike Nakamura has range, is now a bench warmer.

This was initially a competition, but it appears the Panthers have made their decision. Martin?s such a better athlete it?s comical, but he had a series of gaffes in coverage last year that even had the owner cracking on him.

Basically, they?re electing to go with a limitation they can plan on rather than guessing where the more talented Martin will be.

8. The Panthers offense wasn?t very good either. But unlike the Jets, they had a reason.

Without wide receiver Steve Smith, the Panthers offense is completely different. He?s the vertical threat that makes everything else work.

The good news is, he?s going to be OK after dealing with an infection in his foot.

Frankenstein programmers test a cybersecurity monster

ScienceDaily (Aug. 27, 2012) ? In order to catch a thief, you have to think like one.

UT Dallas computer scientists are trying to stay one step ahead of cyber attackers by creating their own monster. Their monster can cloak itself as it steals and reconfigures information in a computer program.

In part because of the potentially destructive nature of their technology, creators have named this software system Frankenstein, after the monster-creating scientist in author Mary Shelley's novel, Frankenstein; or The Modern Prometheus.

"Shelley's story is an example of a horror that can result from science, and similarly, we intend our creation as a warning that we need better detections for these types of intrusions," said Dr. Kevin Hamlen, associate professor of computer science at UT Dallas who created the software, along with his doctoral student Vishwath Mohan. "Criminals may already know how to create this kind of software, so we examined the science behind the danger this represents, in hopes of creating counter measures."

Frankenstein is not a computer virus, which is a program that can multiply and take over other machines. But, it could be used in cyber warfare to provide cover for a virus or another type of malware, or malicious software.

In order to avoid antivirus software, malware typically mutates every time it copies itself onto another machine. Antivirus software figures out the pattern of change and continues to scan for sequences of code that are known to be suspicious.

Frankenstein evades this scanning mechanism. It takes code from programs already on a computer and repurposes it, stringing it together to accomplish the malware's malicious task with new instructions.

"We wanted to build something that learns as it propagates," Hamlen said. "Frankenstein takes from what is already there and reinvents itself."

"Just as Shelley's monster was stitched from body parts, our Frankenstein also stitches software from original program parts, so no red flags are raised," he said. "It looks completely different, but its code is consistent with something normal."

Hamlen said Frankenstein could be used to aid government counter terrorism efforts by providing cover for infiltration of terrorist computer networks. Hamlen is part of the Cyber Security Research and Education Center in the Erik Jonsson School of Engineering and Computer Science.

The UT Dallas research is the first published example describing this type of stealth technology, Hamlen said.

"As a proof-of-concept, we tested Frankenstein on some simple algorithms that are completely benign," Hamlen said. "We did not create damage to anyone's systems."

The next step, Hamlen said, is to create more complex versions of the software.

Frankenstein was described in a paper published online (https://www.usenix.org/conference/woot12/frankenstein-stitching-malware-benign-binaries) in conjunction with a presentation at a recent USENIX Workshop on Offensive Technologies.

The research was supported by the National Science Foundation and Air Force Office of Scientific Research.

Laser beam as a '3-D painter' to grow biological tissue or to create micro sensors

ScienceDaily (Aug. 27, 2012) ? With laser beams, molecules can be fixed at exactly the right position in a three dimensional material. The new method developed at the Vienna University of Technology can be used to grow biological tissue or to create micro sensors.

There are many ways to create three dimensional objects on a micrometer scale. But how can the chemical properties of a material be tuned at micrometer precision? Scientists at the Vienna University of Technology developed a method to attach molecules at exactly the right place. When biological tissue is grown, this method can allow the positioning of chemical signals, telling living cells where to attach. The new technique also holds promise for sensor technology: A tiny three dimensional "lab on a chip" could be created, in which accurately positioned molecules react with substances from the environment.

Materials Science and Chemistry

"3-D-photografting" is the name of the new method. Two research teams from the Vienna University of Technology collaborated closely to develop it: Professor J?rgen Stampfl's materials science team and Professor Robert Liska's research group for macromolecular chemistry.

Both research groups have already attracted considerable attention in the past, developing new kinds of 3-D-printers. However, for the applications on which the scientists are working on now, 3-D-printing would not have been useful: "Putting together a material from tiny building blocks with different chemical properties would be extremely complicated," says Aleksandr Ovsianikov. "That is why we start from a three dimensional scaffold and then attach the desired molecules at exactly the right positions."

Molecules in the Hydrogel -- Locked into Position by the Laser

The scientists start with a so-called hydrogel -- a material made of macromolecules, arranged in a loose meshwork. Between those molecules, large pores remain, through which other molecules or even cells can migrate. Specially selected molecules are introduced into the hydrogel meshwork, then certain points are irradiated with a laser beam. At the positions where the focused laser beam is most intense, a photochemically labile bond is broken. That way, highly reactive intermediates are created which locally attach to the hydrogel very quickly. The precision depends on the laser's lens system, at the Vienna University of Technology a resolution of 4 ?m could be obtained. "Much like an artist, placing colors at certain points of the canvas, we can place molecules in the hydrogel -- but in three dimensions and with high precision," says Aleksandr Ovsianikov.

Chemical Signals for Cells

This method can be used to artificially grow biological tissue. Like a climbing plant clinging to a rack, cells need some scaffold at which they attach. In a natural tissue, the extracellular matrix does the trick by using specific amino acid sequences to signal the cells, where they are supposed to grow. In the lab, scientists are trying to use similar chemical signals. In various experiments, cell attachment could be guided on two dimensional surfaces, but in order to grow larger tissues with a specific inner structure (such as capillaries), a truly three dimensional technique is required.

Micro Sensors Detect Molecules

Depending on the application, different molecules can be used. 3-D photografting is not only useful for bio-engineering but also for other fields, such as photovoltaics or sensor technology. In a very small space, molecules can be positioned which attach to specific chemical substances and allow their detection. A microscopic three-dimensional "lab on a chip" becomes possible.

(AP) ? A huge explosion rocked Venezuela's biggest oil refinery and unleashed a ferocious fire on Saturday, killing at least 26 people and injuring more than 80 others in one of the deadliest disasters ever to hit the country's key oil industry.

Balls of fire rose over the Amuay refinery, among the largest in the world, in video posted on the Internet by people who were nearby at the time. Government officials pledged to restart the refinery within two days and said the country has plenty of fuel supplies on hand to meet its domestic needs as well as its export commitments.

At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released.

Officials said those killed included a 10-year-old boy, and that 17 of the 26 victims were National Guard troops stationed at a post next to the refinery.

President Hugo Chavez declared three days of mourning.

"This affects all of us," Chavez said by phone on state television. "It's very sad, very painful."

Chavez said he ordered a "deep investigation" to determine what caused the explosion.

Vice President Elias Jaua, who traveled to the area in western Venezuela, said the authorities tried "to save the greatest number of lives."

Officials said firefighters had controlled the flames at the refinery on the Paraguana Peninsula, where clouds of dark smoke still billowed in the afternoon.

The blast occurred about 1:15 a.m. when a gas leak created a cloud that ignited, Oil Minister Rafael Ramirez said. He said an adjacent National Guard post was severely damaged by the blast, along with nearby homes.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said. "The blast wave was of a significant magnitude."

Images in the early hours after the explosion showed the flames casting an orange glow against the night sky. One photograph showed an injured man being wheeled away on a stretcher.

Some people in surrounding areas were evacuated or fled, officials said.

Ramirez said a panel of investigators was being formed to probe the cause of the gas leak. A prosecutor was appointed to lead the investigation and troops were deployed to the area.

The explosion hit an area of storage tanks in the refinery, and nine of the tanks were damaged, Ramirez said.

"All of the events happened very quickly," Ramirez said. "When we got here in the middle of the night, at 3 or 3:30 in the morning, the fire was at its peak."

He said supplies of fuel had been cut off to part of the refinery, and that the fire had been brought under control, though the flames continued to burn up fuel in some of the tanks. Firefighters, he said, were using foam to extinguish the flames in one of the remaining tanks.

"This regrettable and sad event is controlled, is under control," Ramirez said on television, while plumes of smoke continued to billow.

Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude per day and 200,000 barrels of gasoline. Venezuela is a major supplier of oil to the U.S. and a member of the Organization of Petroleum Exporting Countries.

Ramirez said the state oil company Petroleos de Venezuela SA should be able to "restart operations in a maximum of two days."

"We want to tell the country that we have sufficient inventories of fuel. We have 10 days of inventory of fuel," Ramirez said. He said the country's other refineries were operating at full capacity and would be able to "deal with any situation in our domestic market. ... In that sense, we won't have major effects."

An official of the state oil company, known as PDVSA, said the country also has enough supplies on hand to guarantee its international supply commitments. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.

In terms of international oil markets, the disaster is not likely to cause much of a ripple, said Jason Schenker, an energy analyst and president of Austin, Texas-based Prestige Economics LLC. Noting that other refinery accidents and shutdowns regularly occur around the world, he said: "There's likely to be relatively limited impact on global crude or product pricing."

"The real tragedy," he said, "is that these events continue to happen, not just in Venezuela but everywhere. It is a dangerous business."

While the cause of Saturday's disaster remains unclear, some oil workers and critics of Chavez's government have recently pointed to increasing numbers of smaller accidents and spills as an indication of problems within the state-run company.

"This tragedy is probably the worst one the oil industry has had in many years. Accidents happen, of course, although the problem with PDVSA is the inordinate amount of accidents that have taken place during the last years," said Gustavo Coronel, an energy consultant and former executive of PDVSA. Considering that record overall, Coronel said, "we are not talking about bad luck but about lack of maintenance and inept management."

Ivan Freites, a labor leader and employee who has worked at the refinery for 29 years, said workers had repeatedly alerted PDVSA officials to problems that they feared could lead to an accident.

"It's the first time that we see something like this in Venezuela, and it's not a coincidence because we've been complaining about problems and risks, including fires, broken pipes and a lack of spare parts," Freites said in a telephone interview on Saturday from an area located a few miles (kilometers) from the refinery.

"We warned that something was going to happen, a catastrophic event," said Freites, secretary general of a 1,200-member union of oil and natural gas industry workers in Falcon state.

Deadly explosions at pipelines and refineries have taken a toll over the years in various countries, in some instances claiming hundreds of lives.

In one deadly incident in Venezuela in 1993, a natural gas pipeline exploded beneath a highway in Las Tejerias, engulfing a passenger bus and cars. Officials said 36 people were killed.

Opposition leader Henrique Capriles, who is challenging Chavez in the country's Oct. 7 presidential election, expressed condolences to the victims and their families.

"We Venezuelans are one, and we grow in the face of this type of situations," Capriles said.
